Thats true, for now HB do not know anything about Garrison Buildings, cause they are dynamic objects, which HB do not supported for now at all.
So cause of it we have those stucks, i implemented temporary solutions to prevent mostly of them, but its not ideal, cause of NPC moving.
Also blackspots system works not like most of you think.
It do not disable exact area you want - it disable all nearest mesh "spots" which that have been touched by original radius, and it will blackspot all mesh spots, which means if you have flat mesh - blackspoted area will be much huge that original radius.
