I'm attacking again.
A handy hotkey would be "prepare burst" which saves up holy power and doesnt use Execution Sentence for say 30 seconds (then just turns itself off if you havent used the burst hotkey).
Detection of the WOG glyph and using it as part of the burst opener may be handy. An extra 9% damage for the next 4 globals isn't bad.
Does the rotation priority change for burst? It doesn't seem to be using Hammer of Wrath every cooldown. Should be able to use it every 3rd ability with wings.
How is Seraphim used? Should it be used every cooldown outside of burst? Right now I don't see the CR using it.
Added the hotkey suggestion to my TODO list.
I'm not so sure about using 3 Holy Powers for the +9% damage on the next 4 spells worth it. You could use a Final Verdict instead and would be better off. That glyph is great for giving you something back in the damage department to compansate you for using your HP on healing.
It's using HoW every time it has to. Even when you have Avenging Wrath up Final Verdict is still higher priority than HoW. So whenever you have 5 HP or a DP proc up, it will use FV, if not it will use HoW when it's not on cooldown.
When you use Divine Purpose(I prefer this for the increased sustained damage while still having a nice burst potential) it will get a bit more hectic and will use HoW less because of the DP procs.
Just an example for chain DP procs during burst. Not much HoW used.

As for Seraphim, on the burst tab you can see an option to align Seraphim with the burst cooldowns. When checked the routine will only use Seraphim when:
-You're bursting
-When your burst cooldowns has more than 30s cooldowns to make sure that Seraphim will be available when your other burst cooldowns are.
-When your burst cooldowns are not on cooldown it won't use Seraphim at all to make sure it's ready for bursting. Just like you explained it in your first point.
If you don't want to line up Seraphim with the other burst cooldowns, just uncheck that option.
