TLDR:
-Legendaries are rolled as a loot table per player per game. Not all legendaries are dropped equally
-If you make a level 34 T6 game with a level 34 character, you will only get legendaries dropped up to iLvl 34
-However, if you gamble at Kadala, you will get lvl 70 items
-Net,net run a rift until you see the item you like (e.g., MLW, or Wand of Woh), then run rifts in the same lowbie t6 game to get shards and gamble at Kadala
I just spent the last few hours with a friend running several level 11 and 34 t6 games. We were trying to get MLW and Wands of WoW. We had probably dropped about 30-40 legendaries each and none of the legendaries exceeded level 11 or 34 based on the item iLvl charts. For example, see legendary amulets here -- Amulets - Game Guide - Diablo III. While we don't have enough data to be 100% conclusive, it seems this system to get targeted legendary drops using bots seems more of a sure thing over a longer period of time than just running rifts randomly.
This makes rift running on lower level accounts and then gambling shards more interesting as a strategy to get the legendaries you want.
