Why wouldn't you want to use recuperate while in combat? Sub rogues are suppose to have recuperate going nearly all the time due to getting more energy back from it and if spec'd into Improved Recuperate makes you take 6% less damage.
Along with giving you 12 energy per tick

Here's a basic conceptualization of PVP rotations from a 85 rogue.
Mainhand - Instant Offhand - Crippling
If not stealthed - stealth (if in combat and can not stealth - backstab (trinket)
Sap - if unavailable, Premeditation Ambush - if too far from opponent Shadowstep -(trinket)
If combo points - Slice and dice
If no combo points Backstab - Slice and dice (only need 1-2 points, you dont need the full duration)

Evicerate at 5cp
EXCEPTION - rupture if rogue or druid
If not behind target - shadowstep - backstab,
OR
If not behind target - Hemorrhage, gouge, move to back - backstab.
If casting harmful spell - Kick if on CD gouge.
If adds - Blind
If DoT's on you when out of combat - cloak of shadows, vanish.
Shadowstep if - infront of target - cheapshot.
Hopefully this helps.
Currently your CC does not use gouge correctly, or at all.
It does not kidneyshot at 5cp (or evicerate if health <20%)
None of the pvp cc's utilize gouge correctly and it's a major tide turner.
it pritty much does everything u said already just missing a couple of things, just remember its still a work in progress....
The damage output is just extremely low, id rather see the bot blow all its energy and deal some damage than applying tactics that arent viable anyway in a botting environment. Im constantly barely above healers in terms of my damage output on my rogue in full season 9 gear
if you dont like it, dont use it. simple as that.
