Your understanding is correct. A
<Blackspots> list in the
HBProfile proper is 'global', but can be
replaced via a
<Blackspots> list in
<SubProfile>, as stated above.

Liferose is right on the money with this one.
As a general rule of thumb, think of a blackspot as making the area less desirable by a factor of 30. In other words, Honorbuddy prefers to run 30 yards down a road, as it does to run 1 yard through a blackspot.
In short, a Blackspot does
not make the area 'off limits'--just less desirable.

Blackspots do not 'overlap', they just define an area that should be blackspotted. Either an area is blackspotted, or it is not. There is no concept of one area being 'more blackspotted' than another.
One last thing...
Failure to honor blackspots is frequently a problem with the navigation mesh for the area. The mesh might only allow (say) two paths through the area, and both of them go through the area you've blackspotted. Thus, Honorbuddy has no choice but to traipse through your blackspot.
If you can determine this to be the case, you should open an issue in
Bugtracker, and provide map coordinates and a screenshot as attachments. Each time we isolate a problem due to such navigation issues and report the bug, you help
every profile writer and Honorbuddy user. Since the world was just recently remeshed in total, there are probably
a lot of areas with such mesh problems again.
Hope this clears things up. We've all experienced problems with our Blackspots being ignored.
