So I'm having the same issue as someone posted recently:

Does it with Act 4 as well. I have .384 DB Beta and .19 Trinity, fresh install (made a new folder just for bounty runs as it uses beta) I followed both setup instructions on OP (his own, and one a user posted) I DO NOT have the Bounty plugin listed in my plugin box however it is in the plugin directory not sure if thats an issue but according to the user post thats listed on the OP it states that with the new .19 trinity that plugin is not needed so I assume that's not anything to be concerned with. Though I am a bit concerned why its not even showing up?
Any ideas on how to fix?
the bounty plugin is not showing up in the plugins tab because it is now bundled with trinity they added it in the most recent update as for having the bounty.cs file in your plugins folder or trinity folder you can just delete it

I would hope it goes without saying at this point but make sure if you are having any issues you first do a fresh install of DB, Trinity and the newest revision of this profile off the SVN as this problem was fixed already to my knowledge.
If it still exists for you after all the above, check your Gardens of Hope 1 & 2.xml code for the following:

The issue is not with freezing, she is just randomly lurking around trying to finish bounty even tho its done.

What does this mean? Trinity .19 doesn't come with the bountyprofile.cs I have to manually copy it over there.
Also as a result of this new update transition from tortoisesvn -> ezupdater, I now have 2 plugins to check called bounty profile?
