Just wondering where did you get a charmander with a 83 IV all i can find at the nest is just a 50++ IV

nest dont provide good IV charmander, just wondering if anyone can shere where to get a high IV charmander? so far nest charmander only IV50-60

Not perfect if it's not %100 IV but make for a decent toss in a gym.
