CTM is completely client side. What happens when you do a click to move is a series of Movement packets being sent to the server from your client. Here is a bit more detail for you:
Click To Move on a point right in front of the toon: Movement start packet with Forward movement flag is sent to the server. Toon reaches the point and Movement stop packet is sent to the server. This is the exact same packets being sent when you hold W key and release it.
This, for me, is one of the fundamental problems with CTM. Watch an escort quest using either kicks or cavas or brolies or a personal one. You run in front of the escort CTMing in the direction they are going. You move 5 yards then CTM again, rinse, repeat. Over and over until you reach the end point. These packets being sent to the server can, not saying they are but can, be recorded. No human goes W...W...W...A...W...W etc. every 2-3 seconds. They run ahead of the escort or depending on the escort quest just go to the end and wait for them to arrive.
This is just one example of course. Not saying other people are correct in their assumptions just my own observations of how CTM could be a bad thing.
