If you have purchased coins on the PokemonGo App, you can get your funds back.
You can simply state:
I cannot log into the application to use my purchase. Please refund my money.
Here is how to do that via the play store:
Google Play
click the ... on the right of your purchase
[Report a problem]
Purchase is defective or doesn't work as advertised
[I cannot log into the application to use my purchase. Please refund my money.]
Submit
Do this for all charges for the app, and you will get emails stating that the funds have been returned. (15m - 48h)
I've tried all of them, and this is the fastest. You can also do 'I no longer want this purchase', but that only works for 48 hours after the purchase. If later than that, it's declined.
The above is the best method.

I tried around 10-12 times with the option "i purchased but didnt receieve" and "Purchased is defective".
Tried different white lies to explain my situation, but all i got was automatic answers.
However, on my first try i got a refund when i used "i dont recognize this purchase" - and wrote: Because you guys just give me autoreply, i need to try other options. I need a refund because i cannot enter my account. I got in touch asking pokemon support. They directed me here, and i havent gotten any other answers than that! Please guys, help me..

So, I have initially tried a refund for being unable to access the game, and I got the auto response. But then I have tried this (I just copy pasted it and corrected the grammar) and I got my refund almost instantly!
