I just checked and it seems like only specific realms are CRZ'd, not all lowpop realms. Also I figured a trick you can use to escape overwhelmed or realms with your own bots but it's not that effective if you have like a lot of accounts.

When I look at realms like Kazzak EU it has like 550k players and Outland has 800k, but the realm I'm on is connected with another realm and together they have about 200k. Am I on a lowpop realm?
