Yes, you do need the .Net Framework and Microsoft Visual C++ 2013 for DB to run. The wizard is to help you automatically download and install those requirements. So, run (open) the wizard and wait until it says completed, or nothing appears downloading or installing. Restart your computer then...

I'm running latest DB Beta with latest Trinity/Combat Routine updated via EZUpdater. I'm having two accounts, and DB runs fine on the 1st account. The 2nd account/window gets freezing just one minute after I start DB, I mean the window get freezing, nothing moves on the D3 windows, but DB still...
