This is an absolutely outstanding CC, and I've had very few issues with it in conjunction with LazyRaider. Great job, fpsware.
That said, I have a couple of suggestions. We no longer use Icy Touch in a PvE rotation, because
Glyph of Howling Blast applies the same Frost Fever debuff. Because Howling Blast is used with Rime (Freezing Fog) procs, unless you have poor RNG with Rime there's basically no reason to even worry about reapplying Frost Fever, and even if it
does fall off you'd still use Outbreak/Howling Blast to put it back up.
In essence, the one disease that Frost DKs have to worry about is Blood Plague. While the bot does a great job of keeping it up, Outbreak should be used to reapply Blood Plague before Plague Strike, since it's free. Right now, your CC only uses Outbreak when both diseases fall off, which is extremely uncommon. I ran the bot on a target dummy for 15 minutes and it only cast Outbreak twice; if it used Outbreak to reapply Blood Plague on CD, it would have freed up more than a dozen unholy runes.
I also noticed that the CC doesn't use Horn of Winter to fill empty GCDs. Because of the changes to Frost DKs, we end up with quite a few empty GCDs where the only thing to do is use Horn of Winter to generate a bit of extra runic power. It's basically at the bottom of our priority list, when we don't even have enough RP to Frost Strike, but most DKs manage to keep it on cooldown.
Finally, I set Howling Blast to 'never', so that it's only cast during Rime procs. I noticed higher DPS, and the CC seemed to Obliterate on KM procs more consistently. It also seemed to have some trouble keeping Improved Blood Tap on cooldown; an extra death rune was often left, preventing the CC from using Blood Tap.
Still, amazing CC. I'm a little scared of how close it came to human-controlled DPS, especially considering that the above suggestions could lead to noticeable performance gains.
