Wow + HB uses too much CPU

Have you tried those commands for lowering CPU?

/console MaxFps 20
/console MaxFpsBk 20
 
It hasn't been mentioned yet, are you running any wow addons/plugins? Did you already try a fresh wow installation?
 
Fresh Windows reinstall ( clean everything wow , hb)
got some wow addons : postal and auctioneer.
hb plugins : none while leveling. while gathering gathermate and keep on moving

anyway, they banned me again so this won't be a problem till I decide to remake again

Sorry for your loss.
Once you restart, when monitor excessive CPU usage, try disable everything, while botting - including wow addons and HB plugins. Sometimes the issue is coming from the least expected direction.
 
Isn't that. I had fresh reinstall of one PC. everything was standard without plugins /addons for either wow or HB.

win 10?
I have 2 pc with amd old shit processor, with win 10 one hb "eat" ~ 40% of processor, when I reinstalled win to 7 hb used not more than 15% of processor, i dont know why, but it happend only with my 2 amd pc.

I had FPS Issues with my HB once it came back up after the long downtime (10-15fps). Finally narrowed it down to AVG. I turned it off and restarted HB, ran like normal. I made a exception in AVG to stop monitoring the HB folder and seems to have fixed it for me.
