WoW crashes with HB running

I recently reformatted my PC. Before installing any updates, I had no issues. After updating, WoW randomly closes when I have HB running. It's even more common if I'm using other windows (web browser, etc) on my 2nd monitor. So far I have done the following:

1) Made sure KB 3002869 and KB300850 were not installed (still crashed after removing)
2) Disabled all addons (still crashed, even though I had no issues before)
3) Uninstalled Razer Synapse (still crashed, though it worked fine before)
4) Cleared WoW and HB caches (still crashed)
5) Switched to dx9 (still crashed)
6) Fresh install HB (still crashed)

Attached log is with addons, synapse, and dx11 which is how I was raiding before with no issues.

after that run the wow repair tool from your wow or battle.net launcher to make sure your wow installation is complete.

Cleared caches again, still crashed. This time was different though. Normally WoW just closes with no error at all. This time I got Error #132 (0x85100084)
