I have DB running flawlwess on my Desktop just fine and have been using it for a few years without minor issues.
I have had DB running on my laptop in the past, but cant seem to get it running now.
Windows 10 x64
Running D3 as ADMIN
I have tried DB install wizard, Zip, and BETA. (all as admin, and unblocked)
THERE IS NO LOGS FOLDER for me to attach logs either.
I have done this:

run them as administrator.

There are NO NO NO - Visual C++ 20xx X86 or 64 installed what so ever.
