[Wizard] Fastest Bounty Hunter Build/Routine

Hi Folks,

Original authors of the routine are `Unexpected/TwoCigars` so all credits to them.

I have modified the base for probably the fastest bounty hunter setup & versioned it as 0.4b
Intended for T13 bounty hunt only. Follow the build linked in the routine.

If not bugged, etc. => Average Time per run is about 1 min. +/- 30 secs

hey thanks for sharing, just quick question before going to dump all my mats building this set:

1. is this still top tier at doing public bounties in s12?

2. chinese forum has a pure vyr archon speed routine, which one is better?

I think it's going to be hard to beat an Unhallowed Multishot DH or WoL monk this season for T13 regular speeds.

seems broken. After it selects a bounty it start casting teleports constantly on arrived waypoint. could you check it pls? other routines work fine for me.
