Win 8 Direct X 11 Issue

I followed the link to install directx 9 provided with:
BosslandGmbH:HelpDesk:Video driver problem - The Buddy Wiki

However, it appears Windows 8.1 cannot install directX 9 so... how do we fix this?

in wow settings just pick dx9

get honorbuddy out of your downloads folder, move the folder to your desktop or somewhere else.
