Why WD dont use spamming Voodoo sacrifice and hex in garg build^?

spamming voodoo and sacrifice options is broken?

i use 2 wd classic helltooh/gargs build
third wd (follower)use kukri and voodoo and had fetish generated by belt of tracscend + haunt and flagged on combat/witch doctor tab
the ability is in perma cooldown with fetish
why dont spamming voodoo?

same thing about hex-jinx ....

any help?
