as a rule, unless they are part of a quest?
I just had a toon (in Nagrand) who stopped on his way to a quest because it was attacked by 2 garadar wolf riders. It could have easily gotten away, but it stupidly stopped. Gatherbuddy has an option where the toon does not approach a node if there are elites nearby. So it is possible to have such a default behavior. The question is why that does not happen.
