they use templates, trying to get my account back and they just post back general templates.

Your novel needs a grabber sentence to keep me reading. Haha. And yeah. They are templates. One time I got a cyborg computer from future lol. Sent from phone

may be some1 know something about " certain limit of the amount of purchase after which the user with non-native region IP will be locked for using RMAH"

If you don't have the same IP or very similar then they will think its someone else using your account.

i know, but only if i buy item for $250
this is my theory

I can only tell what I have experienced with Blizz Euroland.
I got my first account from a friend from Germany. (I am from Austria, just for clarification) I used my paypal adress and sold gold and other items without any problems.
Then I wanted to flip something from RMAH to GAH and bought something worth 100 USD. Short after my Account got suspended because of RMAH problems.
Called support and they explained me, that I used the RMAH from a non German IP and therefore got suspended. They unlocked my account, but told me that when I use the RMAH again from outside my registred country it will happen again. Funny thing: Selling was never a problem, for buying I got suspended right away...

Blizzard would not get in much trouble for putting $250 credit on some ones card. If a $250 purchase was made on someone else's card, who say, doesn't even play the game, and lives far away, then they have problems. This is to prevent credit card fraud.

Dear ************,
Thank you for replying in a short time.

Unfortunately, my question was slightly different.
I would be grateful if you could give the correct answer to it. Otherwise, forwarding it to another representative with related knowledge to my question is more than appreciated.

I look forward to hearing from you.
Yours sincerely,

Would you be surprised if you discover that the so-called US/EU Blizzard Customer Service Representatives are actually using fake American/European-sounding names and the Customer Service Center is in fact located in Chennai, India?
