Running bot on some super crappy pc with win7 64 bit
Works just fine, though process might sometimes freeze if you are low at ram or HDD - then use poesmoother with optimized textures and some mem reduct utility (thats the name actually) to reduce ram and prevent poe from freezing.

it does not matter, but if u running a 32 bit OS, u might be in the year 2000 my friend ^^. better upgrade for once. i suggest windows 10 64 bit build 1607 without any further updates. anything past this is just trash on ur pc if u only play games etc. just use win 10 pro and disable windows update completely through policies and u are fine.
