Which is the best CC out there? Leveling 1-85 with full BoA's!!

Just wondering, what you think is the best CC going around, I've tried Bobby's ShamWoW and that was amazing.. Is that the best or is there a known better?

Better as in; Stable, Smart, Acts more like a player.
