Where can you find cheap D3+ROS game keys?

Do I need to buy D3 AND RoS, or just RoS? Or does it depend whether you add a license to an existing account? Is it possible to add a RoS key to an existing D3 account, and if so, how do you log in so that you can have two instances of Diablo running at the same time?
