Actually the nr1 on rankings, alkaizer, has some of the best gear ingame including 31% xp gem and a max rank leoric's signet. The guy is whirlwinding act 3 for over 12 hours a day
A friend of mine with 24/7 champ farming A1 since 1.04 who somehow was lucky enough to not get any post 1.04 problems (crashes, invalid sessions etc) has 27, so yeah I think many ppl broke 30 with better chars/acts/items.
