What hotspot does the HB try to go for?

If order doesn't matter, what does HB look for to go to the next hotspot?

Nearest to the destination?

Either the nearest or highest on the list in the profile. Not sure.

Yeah, this struck me aswell when i was making my Felcloth profile.. Would be nice to know which takes priority.
