Run of the mill spec Monk. With that budget, its 100% monk. Barbs are inferior unless you got lots of money, then they are gods.
 
It's either barb or monk but i would go with a barb

Barbs are likely to be a lot stronger if blizzard ever adds more incentive to play higher MPs
 
I would say it's the same now barb/monk because it's a lot cheaper to get decent gear now. However, it still costs about 100-300 million to effectively gear either class. I still think monk is soo much better though once you have a high paragon level. I don't know how the barbs compare, but I can already get 25 mil xp/hr using the right gear and stats. I still have only bonus xp from my helm socket, and I could be using hellfire rings as well plus better gear to get more like 30-35 million xp an hour. Monks are just cooler too and their passives are better. ;)

You can level in less than 30 hours with Cain's set using tempest rush speed builds and move speed gear with the move speed passive. Then you can either go LoH gear with two one handers combined with all res plus one of the standard resists stacked (one with everything). It took 50 mil in gear with a good Skorn 2hander to get 40k hp, 2500 dex, and 5200 armor (buffed). This is without resists anymore going pure glass. You can use the dodge mantra to evade half of the attacks until you build up enough paragon to start using the dps mantra for 24-48% bonus damage.
Eventually everything will die in one hit when you can combine enough crit chance and damage (40+ and 400+ respectively). Stack all of the damage runes to get 300k+ for your maximum damage output. Elites will fall to one Seven sided strike on MP-0.

On the budget, you can still afford a very nice 2-hander with 400+ dex. Use the enchantress for an additional 5-10k dps. You can combine resists with the OWE passive for cheap with the first build mentioned above. Inna's set is always an option too for not much more gold, but that is the beginning of dexterity based crit gear. At least get the helm from the set because it's less than a million for an easy 2 set piece (+130 dex) plus a socket for experience. It's super cheap to just focus on a pair of resists with some dex/vit and a splash of crit chance. (5-10 mil or less). I have farmed lesser or better versions of my gear by now, but it has been quick and lucrative the whole way. You can pm me to get more details on my build, but I'm confident it's better than WW farming in 1.05. The movespeed bonuses are better than the barb's cooldowns. I can get over 20 mil xp with only the helm xp bonus, but soon I'll have my first hellfire ring. Eventually I'll have a better one for myself and another for my follower. That's what is important to focus on for quick paragon.
 
Im happy with the monk cannon build. Got 2 going strong, 3rd coming up.
Just doing MP0 till paragon raises. Then MP1.

Because with 50 million a barb will not out do even 20 million spent on a monk. Barbs dont hit the cream of the crop until you pump 200+ million into them. How do i know this? I have 2 monks and a barb i bot on. The monks for the longest time out did the barb in both GPH and XP when all my bots were sub 100m each. Now, with probably 1 billion in gear on each, the barb is approximately 20-30% faster (both xp and gph) than the monks. Around 500m they were all about equal.

If i had to do it again, I would just make the barb a monk since the "grow time" is faster and you have to invest more time in a barb to make it better than the current tornado monks. But to each thier own.

The "monk" build is basically Fist of Thunder with Thunderclap (the teleport), with sweeping winds (either master or the last one that spawns nados, some argue between them, i like the tornados). You then take all the skills that up your damage and damage monsters take. Breath of Heaven (with damage rune), blind with damage rune, Aura of Conviction with damage rune, etc. Its pretty self explanatory. Your passives are going to be dictated by your gear, but the idea is to be able to spam blind on cooldown, and aura of conviction every 5 seconds or whatever so you get 48% increased damage to everything around you. Its tough with only 50m to get it to this point, but if you get good enough buys on the AH, your bot can easily romp thru mp0/mp1 without a hitch without spamming conviction aura.
 
Have had my Monk running with about 2 deaths per hour, only cost me about 10M, too. All items were bought within about 5 minutes from the AH, no 'AMAZING' deals were found, etc.

Stats off the top of my head:
70k DPS
30k life
700AR

I thought about botting a Barb, but after playing one straight and realizing how much gold it takes to actually make them viable compared to the Monk; forget it. I literally though 5 MILLION, I will repeat 5 MILLION gold at my Monk and she is sitting pretty at 250k GPH and upwards for 18M EXP/H. I die around 2 times per hour. This is all done on Act 3 Inferno, MP0.
 
Dont bot, just move on,game is dead.killed in the passy club.
