We Need a System for IP Address Allowance

Can the Mods or someone in charge Make an account we can send a pm to with the subject "IP Renewal" so after a few hours or when we have a certain number of ip's in the list, you can go to the isp and request that we can be unblocked. Is this possible? Its that some people have to pay to get their static ip changed or wait till they expire, which can take days or even weeks

We have no control over whitelisting or blacklisting of addresses by the ISP. Their firewalls automatically start blacklisting when they see the 5+TB/sec synflood that we received earlier.
