WD poison dart won't spam properly

I've gotten a carnevil and I was really excited to try the bot with this build. Lo and behold, my character DOES attack with the dart... except about 1/3 of the maximum speed. It's really underwhelming.

Is there any way to fix this?

Why does it stop attacking? Is it moving out of fire/similar? Is it kiting? Is it casting other abilities?

I have carnevil for awhile and it works fine

It will just interpret the character like having lowest attack speed I think. He attacks and stand still, but doesn't move like if the next dart was queued.

I'm seeing this as well. Especially when using the SimpleFollow plugin and profile. The toon enters combat and fires, but doesn't spam the darts at max attack speed.
