Using Blast Rain as single target only?

Hello,

I am currently trying a new build using Lightning Arrow for AOE, & Blast Rain for Single target inside of Oldroutine. However, right now the bot is using blast rain on medium size packs, even though I have it on single target ranged only. I would really like it to use LA on everything that isnt 1-2 mobs. Is there somewhere I can adjust the maximum mob count for single target spell, and make the bot use LA/AOE spell more?

Or maybe a way to make it only use single target spells on Unique/Rare mobs?
