updater.exe crashing on launch

VM = No
Running as Admin = Yes
AV = None

When I open updater.exe, it immediately crashes and does not open any dialogue windows or download any files.

.NET 4.5.1 = got
Visual cpp 2012 = also got

Delete settings.xml, and try launch again. If this error still appear - delete all versions of .NET framework, reboot PC, and install 4.5.1 again

I've tried this fix, but I still have the same problem as OP.
