update stuck

Hi, every time I used DB last few days it prompt for an update, when I try to update it gets stuck on this step, I have tried restarting etc. How to fix it? and is there a way to stop updates in general? I tried to put -noupdate in exe name and it doesn't work, thank you.

make a new installation from scratch using the zip file instead
