"Unblock" Exilebuddy to avoid plugin issues

As of lately, a lot of people are having issues due to Windows blocking more files.

Please make sure you "Unblock" the ZIP file before extracting, or any EXE/DLL files after updates to avoid any issues.

What you can do is:
- Download EB zip to normal folder
- Move zip to a new path that you've not run EB from yet (say some sub-folder)
- Right click on the zip in this new folder and go to properties->Unblock.
- Now when you do your first extract, everything will be fine

The issue you saw is that the path was already blocked in Windows, so if you unblock the zip and re-extract, Windows still thinks those files should be blocked because the path did not change.
