Unable to use Orb of Storms

Hi all, recently started a new char that uses Orb of Storms - PCoC - COH - AM to generate power charges however, it couldn't seems to cast Orb of Storms at all.

I have tried the following:
- Setting it on my main attack
- Setting it as a toolbar attack
- Swap position from left click to right click
- Adjusted skill slots and combat range

However, after various tweaking, still unable to get Orb of Storms to work, is there something I have done wrong?
