Trustworthy Russian Keys dealer or another source of cheaper keys?

I am trying to find a good and trustworthy source for cheaper D3 keys. They can be Russian or other cheaper ones.
The two websites that I know of who sell russian keys only take WMZ payments which does not work for me. I searched the old threads and the sites mentioned there take only russian ways of payment. So my question is, does anyone know of a good dealer for cheaper keys that takes paypal? Help will be much appreciated!

How do you make loot rules with a russian client? and also, my windows doesnt have russian language installed so it shows ????????? instead of rus lang which i dont understand anyways.., with other words; anyone got a good rus loot rule xml to share?
