Please provide log file and screenshot you see in wow (with npc window open), you can provide them in Discord in my PM.

Hi there!
According to log file, your toon just do not have access to World Quests yet :)
You need to get Legion Factions Reputation on one toon (other wow account toons will get it auto), once you get it, Quest to unlock World Quests appear and your toon also will receive Flightmaster whistle.

Then just start botbase and it will run World Quests!

P.s. on my Discord in HOW TO section you can find links to free and paid questing packs for Legion factions quests (to get needed reputation).
