Best/cheapest way to start another account? HB and WOWMOP

I made my first 130$ yesterday and am looking into another account. (made me excited!)

I was going to scroll another account from my main, or what does everyone suggest? Looking for the cheapest and most efficient way to run another HB key and WoW MOP account.
