Teleport "Apply delay to OOC casting" ?

i really don't get if i should have this on for "Flash Fire build" or "DMO Mage build" if anyone can help me understand if i should have this on and if so what (ms) should i put for both build . plz and thank you

Out Of Combat (OOC)... SO leave it off.

For flash fire you need to turn it on, because of using teleport out of combat helps you to clear rifts faster

It's asking if you should use a delay out of combat.... Not if it should use teleport.
