Another had posted this same thread and I followed the instructions of switching from Dx9 to Dx11, however, it did not solve my issue. Thanks in advance.

once thats done Right Click it and click "Run as Administrator"
when its done installing restart your pc.

Installed and restarted. Still same error and I switched between 9 and 11 again after the install.

delete your settings folder and give it another shot.
