Looks similar to same issue others are having. I've done everything but remove all C++ and .net stuff.

This is run from a fresh install from the installer, also tried it from the .zip.

Edit: Removed C++ and .net Framework stuff, running HB installer now, then updating, will report back if it resolves the issue.

completely restart your machine.

then

wow needs to be running in 32bit mode.
to do this watch this video. it covers every possible way to get wow to start in 32 bit mode.

after wow is started in 32bit mode, get fully logged in and in game, then start honorbuddy by right clicking "honorbuddy.exe" and clicking "Run as Administrator"
