Stops at "flashing window"

And that's as far as it gets. Never seen this before. Can't fix it. Fresh install of 140 No logs because the thing wont start.

might need a lil' more infor than that. Like what's flashing? the D3 window? Flashing when u open DB? And then what do u do after that? Or try to do?

This is as far as it gets. Then it just hangs. Not locked up, but just stuck here
