Scammers?

Just wondering if anyone has been scammed before. Some guy just tried scamming me for 50 mil, and not by reversing paypal, but trying to sell me an item he didn't have. Just wondering if there is anything that can be done about it, other than putting his name on a blacklist site?

weird how blizzard can come in and use the phone verification system and other stuff for digital items chargebacks... but theres no framework in any bank for digital goods and will always favor the buyer.
