I think it's a given that his statement can't be guaranteed 100%, because he's not in Blizzard. However, that doesn't invalidate his experience. As was mentioned before, no one can really know for sure what the flags are. Still, it's nice to know as much information as possible in formulating our own construct of what we believe those flags might be. It's a given that any information isn't final, so I don't feel that it needs to be expressed clearly on every turn. Like when you write a school paper, and you're spared of having to put "in my opinion" at the beginning of every paragraph. It's just redundant.
