So before I upgraded, my barb was doing Torment III no problem. Now, he dies even in master sometimes. What did they change? The difficulty went way way up.

Are you talking about lvl70 or lvl60?
If you are talking about lvl70... you first have to get new gear. Ofc you cant use lvl60 gear to farm lvl70 t3.
If you are talking about lvl60... nothing changed, I have a barb currently farming without RoS Addon an he is doing the same T level than before.

ROS Addon. My barbs on the non upgraded accounts are the same. So in ROS the monsters now are lvl70?

The monster scales on your level. If you are 60, so are they.

Monsters scaling to level 70 are going to be stronger than monsters at 60. Your gear is the same. See the problem? Drop the difficulty and farm for a few days to gear up.

Err.... What did they change your ask ? How bout an entire new ACT known as ACT 5.. A new level cap of level 70 ?

The level of the mobs WILL ALWAYS be based of your level...

The diffucty of the mobs will depend on two things, The act that you are in and the Game difficulty that you have chosen.

Normal being the eisest and T5 being the hardest.. With ACT1 being the easiest act and ACT 5 being the hardest (this is according the Blizzard not me) According to blizzard act 1 Elites will only have 1 combination and act 5 can have up to 4 combinations. I am yet to experience act 5 fully yet as im more focused on getting my toons to lvl 70 before completed the act, so i dont have to redo the entire game just to get a lvl 70 legendary drop x 2 from the last boss on each toon.

kidding right? lol DIFFICULTY SCALES AS U LVL

No $@!# I know this but was not expecting it to be so much of a jump in difficulty. Normal is now like T1 was before.
It's really not. My wizard was leveling on t2 from 60-70. With no problems. Now at level 70 my wizard has 4m toughness and 500kdps when buffed. Unbuffed it's 3.5m toughness and 250-300kdps. And it's fine on t2-3. So the problems you are experiencing are gear issues and damage % with specific skills.
I hope your not complaining because your barb isn't hearted enough and you are struggling to kill mobs on master because you are using level 60 legendaries. Craft some level 70 gear and get on with it. -> best advise I can give.

Monk did t4 all way up to 70 fairly easy, dh got raped over and over even on t1 so had to drop to master here and there

different classes handle different i guess

The most fucked up change blizzard did in addition to monster levels scaling with your level is, they have removed life steal from the game. So barbarians with life steal weapons, even though there are no life steal weapons for lvl 70 as far as i know,
are benefitting from life steal and exact big fat 0 at lvl 70. What I mean say you have a 5.00 life steal skorn, it steals 0 life at lvl 70. Instead they changed the system to, gain life per fury spent, its some what compensating with life steal, but since the
levels of the monsters are also 70 you die very easy, for me I was able to defeat malthael only on expert mode, I tried it on torment 1 failed, master also failed. Only on expert were I able to defeat that bastard. So yeah, check out heroman's wizard on,
battle net. She got 800k+ dps and I am guessing the damages can easily reach 1.5m - 2m in the future to be able to play easily on torment 6. New release fucked up pretty much everything.
