Restricted response from game server wait 20 minutes

I get this on all 3 of my accounts. I made a new gmail account and I receive the same message on it. But I can log any account on my ipad or phone
and it works fine. I can catch pokemon, take gyms, and loot pokestops so it's not accounts banned. The ipad is logging in with same ip address as the
laptop so I know I'm not ip banned.

Any ideas?

I put the exact coordinates where I'm standing so there would be no porting to new area.

Again. I'm able to play both of these accounts on my ipad and phone. And no, not when bot is attempting to run. So I think this has to be more of a Pokefarmer
issue than a pokemon server issue.
