Reduced level requirement question

So I bought a crossbow that was level 46 with 'reduced required level by 6', so I should be able to equip this crossbow at level 40, right? Well I am currently level 43, but it still has the lock icon and says I don't meet the requirements to equip it... Broken or am I understanding that reduced level modifier wrong?

The reduced level requirement is already factored into it, so it was actually 52 but becomes 46 with the reduced level requirement of 6.

And don't buy crap. Max level reduce is 18 levels. Can get 15-16 without too much trouble. So wait for level 42 and find yourself a PROPER weapon. (Level 60 ofc)

PS: When you search for them search for level 60 weapons only
