Really wants a quest that isnt there.

So my bot just stands there on top of the quest giver waiting for the quest and it never comes. I have done other quests and started it but it always comes back to this one. My other toons had no problem in the area but this one isn't wanting to work past its issue. I have tried it with two different questing profiles and the same thing happens.
