Purchasing Ros Unbans D3 Account?

I was looking at one of my banned d3 accounts today that I also have a wow account on.

I noticed I have the option to prepurchase ROS even though I dont have an active copy of d3 currently.

Has anyone tried this to see if you can indeed purchase ROS over a banned vanilla copy?
