Priest waits for HP instead of healing self

I tried the search feature but it's really hard to navigate, I'm sorry if this has been asked 1000 times.

I'm using singular shadow priest, and it will wait to heal (I have no food) instead of just healing itself. Is there an easy fix for this?

I've tried everything in the CC settings, putting healing percents lower than the eat/drink percents, but it still doesn't seem to understand :/ Are there certain numbers or certain settings I should be using?

you need to change the needRest call inside the CC you are using.

So, its a little bit more work.
