Your account has been soft banned (related to gps jumping).

Only time will fix that issues until your soft ban is gone
 
Just let it run on a PokeStop and it'll remove it under 1min. Keep in mind to avoid being soft banned, sometimes you can be soft banned legit it happens, but having over 5 soft bans can get your account flagged and reviewed so watch it. I had to log in to my 4th one on my phone to verify the email again and that was a 7 hour difference from LA. Once I did that I went back to LA, but didn't get a soft ban so I was lucky. Unfortunately for my other 2 I rushed to LA from Seattle for more exp, and got them both 1 soft ban. It annoys me, but having 1 is nothing to worry about. It's only when you log in to your account that you need to wait a couple of hours before you want to go somewhere unless it's in your own state then wait an hour depending on where you want to go.
