I use Mr. Gear Buyer... It's a little old but it works perfectly...
But there is also a plugin called anticap that does the same thing... You should really look in the PvP section before you ask someone to make a brand new Plugin...

I did look and neither of those specifies anywhere that it can convert honor -> JP
you should really read the thread before you question my judgement.

Hmph. I might take a go at making this. I've never made a plugin, but I gotta start somewhere.
